You cannot answer this question the way it is asked. Earth is constantly turning. At the same time, it swings around the sun in a yearly orbit. The sun does not "rise" in the same spot every day, so it is not possible to say that any one country will get the first sunrise. Since the way the earth rotates makes the sun seem to come up from the eastern horizon, then areas on the eastern borders of their country will see the sunrise before areas on the western borders.
The sun rises first in places that are the furthest east due to the Earth's rotation from east to west. This means that countries in the eastern hemisphere, like Australia or Japan, will experience sunrise before countries in the Western Hemisphere, like the United States or Brazil.
There is no such country.
The only places on Earth where the sun rises only once a year are the north and south poles. Neither of those points is in a country.

That is a difficult question.Heres why: There is no first sunrise. There never was. Even in the first day it was not a first sunrise. The Earth is so old that the first day started when it was no bigger than that dust mite family crawling up your arm! (dust mites are microscopic little things, google 'em) The first country to get the sunrise is England, France, could be anyone. We don't know. Great question by the way.
The part of the Philippines that is the first to see the sunrise is Mindanao. It is located on the southern part of the islands east coast.
