This is kind of a difficult one, but it seems that when it was incorporated into the Greek and Latin it came from an earlier word used in Astrology. As used in the Greek and Latin, however, it is used in a military sense to mean chief over ten soldiers. It was during the time of the Roman Empire that it began to be used in civil affairs and took on a meaning closer to the one we commonly use today.
