Not really. For a person who's never used a computer before, I think Macs are easier to learn because in general they are better designed. If you are already familiar with one type of computer then you will probably find it easier to keep using the same old thing than to learn something new, but that doesn't mean you shouldn't try.
It's just a term used when the screen freezes or you can't move the curser or do anything else to the computer. It usually means you have to restart the computer so it could of messed up your files you were working on and didn't save it before it happened.
