Giovanni can only be found through the Celebi event (which already passed). Celebi can be used in the Viridian Forest at the Celebi shrine to activate a time-warp to travel through time, and you can meet and defeat Giovanni.
Giovanni cannot be found through normal game play.

∙ 10y agoIn SoulSilver and HeartGold, the only way to find Giovanni is to get the event Celebi either through the event or Action Replay code, and then go to the shrine in Ilex Forest, and complete the little mini mission there. Eventually, you'll find Giovanni and fight him. His Pokemon are:
-Nidoking Lvl 42
-Honchkrow Lvl 43
-Nidoqueen Lvl 46
-Kangaskhan Lvl 40

You cannot battle Giovanni in Pokemon HeartGold and SoulSilver through normal game play. The eighth gym is run by Blue, not Giovanni, in these Pokemon versions. However, if you obtained a Celebi via a Nintendo Wi-Fi event (which has long since passed) and go to the Celebi Shrine in the Ilex Forest, the Celebi will take you through time, and you will eventually battle Giovanni.
