The PCV valve is in the crankcase vent tube It is on the right of the exhaust heat shield below the ignition wires going into the coil.
the 1989 through 1993 subarus were one series. should bolt on so long as the engine is the same model.
look on the drivers side kick panel
It's in the valve cover. Pull it out and push the new one in.
I have a 91 s-10 blazer. It is located on the left side valve cover. It will have a single hose from PVC to the front of your carb. Ed
Not sure of the differences between 89 and 91 but on a 91 you will find it underneath the intake manifold. On the passenger side of the engine the PCV valve will be attached to a vacuum line and inserted into the top of the valve cover. It is difficult to get to because the space between the intake and valve cover is relatively small. Once you get your hand in there it just pulls out. Pretty simple replacement.
try installing a new PCV valve and were the valve seals ever replaced?
