They didn't. They are fictional characters and 221B Baker Street did not exist.

In the stories by Sir Arthur Conan Doyle, Sherlock Holmes lived at 221B from approximately 1885 to his retirement to Sussex in 1905 - leaving out the time he was presumably dead - (roughly 1891-1893 though I think Watson fuddled the dates and Holmes was away for less than 2 years, since Watson recorded cases that he said occurred in 1893)

Dr. Watson lived at 221B from approximately 1885 to his marriage (perhaps in 1888), then after Holmes' return in 1893 to approximately 1903 - though those dates are conjectural.

answ2. There has been a Sherlock Holmes Museum at 237 to 241 Baker Street, from 1990 (but bears the number 221 b by special permission).

Previously, the bank that occupied the premises closest to 221 b used to receive the mail addressed to Holmes, but the bank has now moved - hence the special out-of-order numbering.
