In my car the flasher was a silver cylinder with two yellow lines and it had a black clip attached to it. More detail: the turn signals slowed down gradually and then stopped working. All lights still flashed when hazard lights switch was activated. The bulbs and fuses are all okay, and I have replaced the hazard flasher (which I think is a combo hazard/turn signal unit). Can't see any other flasher unit under the panel, don't know what else to try. Any ideas?

The flasher circuit on the A2 style Jetta (84-92) is routed through the hazard switch, the turn indicator on the steering column and the flasher relay which is located on the fuse panel. The fuse panel is located under the dash behind a plastic removable cover under the steering wheel near the drivers left knee when seated. The flasher relay should be labeled but you should be able to find it quickly by touching each relay and feeling for the movement of the working relay if you can get any type of flash by turning on the hazard switch or the turn signal lever.

The lights are the same and they are controlled by the same flasher relay located on the drivers side behind the dash, drivers side of steering column, mounted above the fuse panel.
Take of the lower panel that covers the dash below the steering wheel. It has about 5 screws. After you remove it you will see that the flasher as well as other relays are on a panel just to the left of the fuse panel. Its the bottom left relay and since its a 92 and up it is the same unit for both the turn signals and the hazards.
