My personal favourite: Give the Pokemon you want to train the EXP Share (given to by Mr. Stone) and put him/her in slot 1 of your party. Next put your strongest Pokemon in slot 2, or if you're levelling up your strongest Pokemon, I recommend a Pokemon with Fighting type moves.
Next, fly to Lavaridge Town and run east to jump over the 3 ledges; keep running until you can go south, run south until you reach Gabby and Ty, the TV Presenters. Battle them and they should have a Whismur/Loudred/Exploud and a Magnemite/Magneton. Once you defeat them. Fly to Mauville City and go east and surf over the body of water. You will Gabby and Ty again. Battle them. Next fly to Fortree City, run east over the tree houses and out into to route 121, you'll find Gabby and Ty again. Battle them.
Keep battling them in the 3 spots they appear at (they will rotate in that order) until they have a Lv. 39 Exploud and Magneton, now the Pokemon that holds the EXP Share in slot 1 will gain 2000+ EXP per battle. Keep doing this until you reach desired level. I have tested this and it works great. It's very efficient and also earns a lot of money in the process.
The best spot to train in Pokemon Pearl is probably by the survival area because most of the Pokemon there are lv. 50+ But if your pokémon are weaker then that top of mount coronet or Iron Island
If you haven't yet passed the league, i suggest Mt.Coronet, Iron Island or especially route 222
If you have passed the league however, i strongly suggest Survival or Fight areas and the routes between them for strong Pokemon training. For weaker Pokemon training (around levels 5 to 40) then read carefully:
After the league, go to route 222, and just at the entrance of Sunnyshore city there are 4 trainers; two sailors, a tuber and a police officer. The sailor furthest to the left has two very high level Pokemon which give tonnes of experience: a very powerful mantine, which you should defeat with a strong Pokemon, and a pelipper.
The peliper can be defeated by just about ANY Pokemon you have, as long as they have a damaging attack and possibly a defence lowerer, like tail whip. The pelipper will be at level 52, but has NO DAMAGING ATTACKS!
He has Tailwind, Swallow, Spit up and Fling. As it doesn't hold an item, fling is useless, while swallow and spit up wont have any effect unless stockpile is used before hand. you get at least 1500 with each time you defeat him. You can even level up a level 10 eevee and easily defeat it (as long as it has a damaging attack like quick attac or frustration).
I havent played this game, but i think the victory road.
Another good place to train is on Route 47. If you go onto the water there, you can go up the first waterfall you pass. Up on the waterfall, a patch of grass is on the right side. There you can find some decent leveled pokemon (for example, some lv 33 ditto's).
mt.silver you need to get all 16 badges then you can go but be warned moltrece and ash are there ash's Pokemon are in the 80's his name will be pkmn trainer red. PS, his srongest Pokemon is pikachu with out a doubt that is like his only Pokemon anyways its level88
Most of the Kanto Trainers, E4, and Mt. Silver work well for me. If your Pokemon is weaker, have it at the head of your party, then switch out as soon as the battle starts (or use EXP Share).

Mt. Silver. Inside or outside, just get a technique. Like, there's Rapidash, Ursaring, Ponyta, and Tanglas outside of Mt. Silver. So say your training a lvl 12, and so bring it out first then switch to a water or a ground type. Or one that just has the moves. Continue this process and you'll get decent pokemon. Another good thing about it is.. There's a pokecenter there. Now if your thinking of going in the mountain, look up Mt. Silver on serebii.net and check what pokemon there are in that spot. Bring the right pokemon, plenty of revives and healing potions, and your set.
Additional Facts about Mt. Silver: Moltres is there! (Search a vid fer help) Red is there (Don't battle him till you have some good lvl 70s at least) and outside, there's pretty much no people. Only people I see are the pokecenter girls and the photo dude.

it depends on what type of Pokemon you have. if you have fire, you should train in the ocean or water, or in tall grass. If you have water Pokemon or grass, you should train at Mt.Coronet or Iron Island.

Well a good place to train would be Route 120, 121, or 122. Or routes 126, 127, or 128. Or just the wild pokemon of victory road.
Well that is a hard question. It all depends on the level of your pokemon. To train level 25-30 pokemon the best place is Desert Resort. Another place that is good is Cold Storage.

Your training for the E4? I would say Victory Road. Train to about level 47 there. Use exp. shares for Pokemon weak to rock types, like flying or fire. The champion has a level 50 Pokemon, and that's their strongest.

Dragonair evolves at level 55 into dragonite, a dragon/fighting type. A good place to train your dragonair would be the elite four. Hope I helped!
