The ECU is located behind the radio remove radio look in that box back there is the ECU to remove it take out panels on both sides of front console remove radio remove screws holding ecu carefully remove clips and pull ecu out passenger side. You dont need to pull the stereo.
It basically runs the motor. If it goes out, your car won't start.

I have a 1991 Eclipse GSX and it wasn't getting spark. I tried everything it turned out to be the ECU. It is mounted in the center console of the car. You have to take off the carpet in order to access it.
You will have to test the resistance on it to make sure it is within specs.

It doesn't use serpentine belts. It uses V groove belts. A series of 3. This is on a 2.0. The 1.8 might be different but I doubt it. The 2.0 is the better motor.
