Filter is in top center of engine under the little flap if it is still there. should be mechanical pump will not have pump shut off.
The fuel pump on a 1996 Ford F3 50 power stroke 7.3 diesel engine is in the fuel tank. The fuel pump is not visible until it is removed from the fuel tank.
its the big thing on top in center of engine, looks kindlike a oil filter with a black plastic twist cap. i know cause when mine got cloughed from driving diesel tank too low, had to relplace fuel filter and it took me forever to find. fuel filter is kind of expensive, make sure to "bleed valve" after installing new filter, it looks like a tire valve on side of fuel filter housing case. best reguards, cheers

They didn't have a 6.6 duramax in 1996.

The 1996 7.3 L Power Stroke produced 215 horsepower @ 3,000 RPM & 450 lb-ft of torque @ 2,000 RPM. The 1999 7.3 L Power Stroke produced 225 horsepower @ 2,700 RPM & 500 lb-ft torque @ 1,600 RPM. The 1999 7.3 L F-series features an intercooler (not available in vans), a smaller turbocharger, & larger 120 cc injectors compared to the 1996 Power Stroke's 90 cc injectors. The 1996 has a larger non-wastegated turbocharger, while the 1999 is wastegated. Compression, engine tuning, & rotating assembly is the same in 1996 & 1999 models.
I'm not a mechanic / technician , but as far as I know the power steering doesn't have a filter

Gasoline engine - the filter is part of the pump in the tank. Diesel engine - the filter is on the driver side of the engine. The gas engines do not have inline filters.
If you are getting water in the fuel filter, it is coming from your fuel tank. You will need to remove and clean the tank.
