I had a 95 with the same motor in it that was right around 20-25PSI at idle.
Dodge doesn't use inertia switches.
The drain plug is in the bottom of the engine side of the radiator. If I remember right it's towards the center of the car end of the radiator, not the fender side. Good Luck!

actually there is also a Plymouth neon as well as the dodge neon their pretty identical an the parts are the same
In a 95 is is under the car right next to the oil pan. You can see it by looking under the car behind the right front tire.
95 - 99 dodges all have 2.0l engines so should be a direct fit, might have issues with the transmission unless you replace the PCM. also be careful with the oil pan as it is aluminum

not enough info in question; there are 3different belts on the 95 - 99 dodge neon. Timing, Alternator, and the Power Steering is combined with the Air Conditioner Compressor
