I don't know if Jesus Christ is referring to the elect all around the world or just in Jerusalem, but read around the verse. I know snow has been mentioned in the Bible. I would say based on this verse that there was a winter in Jerusalem at one point, or there is there is.

1 Chronicles 11:22"Benaiah the son of Jehoiada, the son of a valiant man of Kabzeel, who had done many acts; he slew two lionlike men of Moab: also he went down and slew a lion in a pit in a snowy day."

Just read this (Going from Front to Back of Bible Verses though in a NKJV) a few days ago. Still I don't know if this is in Jerusalem.

It is somewhere in the Old testament in some mountainous area where colder temperatures would prevail. There is no justification for the White Christmas IDEA IN THE bIBLE- NO SNOW IN Israel.
