The (radiator) coolant cooling fan is activated by the coolant temp sensor which tells the computer to turn it on. There is also a cooling fan fuse and a cooling fan relay. Check the fan by connecting it straight to the battery,it must turn very fast and not just half fast. To check the relay (without getting it complicated) just swap it with the one next to it on the fuse box under the hood, and of course check the fuses. The fan should also operate when the A/C is turned on.
When it's running hot you should hear the cooling fan running, if not that is your problem. If the cooling fan does not operate check the fuses, cooling fan relay, cooling fan switch and cooling fan motor. One of them is at fault.
Click on the 2008 focus to check a list of air-conditioning.
Check the coolant levels. Insure that the cooling fan turns on when its supposed to, and the thermostat is not stuck closed. Make sure that the water pump is operating correctly.
Depending on the year, make and model check to make sure that the cooling fan/fans are working and on other models check to make sure that the fan clutch is working......
You can check out Automotive Radiators & Air Conditioning. They are located at 1718 Williamson Rd NE Roanoke, VA 24012.

If the cooling fans will not turn on, check the pump to make sure the belt is turning the pump. Also check the blower resistor. This large fuse is usually located on the fuse box for the battery on most vehicles. On older vehicles it might be located on the blower motor itself.
Very Likely... the 2003 model does. its a 30 AMP maxi fuse that's located under the hood on the drivers side fender just past the battery, Inside this fuse area is also the relay for the cooling fan as well... My bet is you have a Check Engine Light on that is kicking a code P0408 for cooling fan circuit.
Check on the washer solvent tank. If it is not there you will see the washer solvent hose, follow it to your pump.
Check the following............................. 1. Cooling fan operation. 2. Radiator cap. 3. Thermostat.
if cooling fan is not turning on you need to check fuse. then check fan thermostat . and switch, can also be bad motors check them.

because the air conditioner puts a load on the engine... check your cooling fan relays.. the fan should run with the air on at idle
the headlight flasher is located under the dash next to the OBD plug in (that plug where they check engine codes) on the drivers side..
Check the cooling fan relay and the control sensor. Check the fuse as well and if these are all good, check the fan motor.
Find a road with a "measured mile" and check it.
