Under the hood on the passenger side. It sits on top of the wheel well directly under the side mounted coolant reservoir which has to be lifted out of the way to reach it.

The governor isn't a physical object... it's a line of programming in the engine ECM. You'd need to have a diagnostic computer with the appropriate software pluggd into it and adjust it from there.

Where did u get your new ECM? You probably need to have it " flashed" @ a gm service dept. Or a shop with tec2 scanner

my car is doing the same this right now have you checked your ecm(Engine Control Computer) tha is most likely your problem

your ecm could be going bad or need to be reprogramed when you turn your key on the ecm resets

Under the glove box, there is a panel, I think you need a 7mm socket. Remove the panel and there it is.
