The Toyota Camry block heater is located on the front of the engine block. You can follow the block heater cord to the block heater.
There is a cover plate on the front bank of the six that could possibly be the mount for a block heater. I am not aware that Toyota offers a block heater. Maybe.

Block heaters are not installed by the manufacturer. So, unless a prior owner installed one, you do not have a block heater. If you do, it will have a standard 120 volt AC plug hanging somewhere.

The blower motor resistor is defective.
To install a new heater core in a 1991 Camry, the passenger side dash has to be removed. After access is gained to the heater core, the old one needs to be taken out and a new one put in, replacing all of the wires and hoses.
