Clogged fuel filter, clogged air filter, maybe the mass air flow sensor located in the air intake duct. ( take it to o'Reilly's or to a garage and put a diagnostic computer on it to see what fail codes come up. Mass air flow sensor will give a fail code.) Weak fuel pump?

The "mass air flow" sensor would be located in the snorkel between the air filter box and the throttle body.
Follow the rubber hose that goes to the intake manifold at the throttle body, it is the square part that bolts together to it you will see some wires there.
Must remove the throttle air intake hose from throttle body. Then disconnect the wiring and remove the sensor and spray with mass air flow sensor cleaner.

After the air flows though the air filter there is a large plastic tube that carries it to the mass air flow sensor. It's at the end of this tube at the top of the engine. The sensor is easily reconizable after you purchase a new one from the auto parts store. It is black. Round on top attached to a square plate held down with 4 screws. One on each of the 4 corners of the plate.
The IAT sensor on a 1999 VV Bug is located between the air filter and the throttle body. It is part of the mass air flow sensor.
