The rug remains in the Oval Office at all times. The rug is property of the United States, however, it is my understanding the president has the option of taking the rug with them when they leave office. Usually the rug appears in that presidents library or is housed in archives.

Each new president can request the use of a rug from a former president or they can have a rug created for them. Laura Bush created the current rug that President Obama has decided to retain.
