If you have captured at least 40 pieces of Pokemon, head out west toward Celadon. You will need to fight and capture or defeat a Snorlax along the way. Once this is done, go to the guards house and go up to the second floor. Once there, the guard will give you the amulet coin if you have completed all the requirements.
