The light-bulb actually heats the base of the plastic lens assembly where the bulb plugs into. This allows the metal contacts for the bulb to sink into the plastic a little bit, causing the metal to loose contact with the bulb.The simple fix is to pry the metal contacts up a little so they will make contact with the bulb again. It doesn't take much, so be careful.
I would suggest you invest in a repair manual. It cost around $12 at most auto parts stores, and will contain the info you need to complete this repair and many others. It will pay for itself with this one repair
You would need to remove the brake caliper, brake caliper bracket and also the brake rotor. The cotter pin and nut that holds the axle in place also needs to be removed, and then the axle needs to be tapped out of the hub with a socket. Then you can get at the three bolts that hold the hub into place. An instructional video of this procedure has been listed below to help.
The first thing that I would do is look at the arm of the brake pedal and make sure the arm is pressing against the brake switch, press the brake pedal with your hand and see if the switch head goes in. Also if you have someone with you have them watch the brake lights and use 2 fingers and press the head of the switch in and ask if the brake lights are on,it may be that the switch is bad. this would be step 1. depending on how old the vehicle is you may have a broken 12 volt wire or a ground wire, if your turn signals work and your taillights work I would first check the brake light switch. i have never seen 2 brake light bulbs go bad at the same time.

You can adjust the brake pistons by adjusting the brake piston adjustment screw. Turn the screw to the right in order to back off the brake piston.

On a 1999 Mercury Sable : In the fuse panel by the brake pedal : ( # 17 is a 30 amp fuse for the front wiper / washer )
If you mean the exclamation point and the " P " above the word " BRAKE " in the lower right side of the gauge cluster in a 1998 Mercury Sable that means either the parking brake / emergency brake is on , or the brake fluid level in the brake master cylinder in your engine compartment is LOW

A lubricant on your 1995 Ford Mercury emergency brake can help to get it unstuck. Tapping on the emergency brake with a rubber mallet might also help.
