On a 2003 Ford Explorer : The hazard flasher switch is behind the steering wheel , the button sticks out from the top of the steering column cover ( it is part of the multi-function switch which is inside the steering column cover , except for the turn signal lever and the hazard flasher button )

It is part of the hazard push button switch.
Unfortunately There is not a reset oil button ( Like the explorer) at least for the 2003 Expedition ( Eddie Bower model)
It could be a faulty ground wire.

The fog lights are turned on by pressing the fog light button on the headlight switch. On my truck, you have to pull the switch out that turns the regular lights on.

If the Explorer is running engaging the parking brake is supposed to turn the daytime running lights off , otherwise the daytime running lights are supposed to shut off when the engine is shut off . I have a 2004, Eddie Bauer Explorer. On the light switch itself, there is a selection to turn on or off the day lights, as well as the extended, courtesy lights after ignition is turned off.
Did you check the switch on the brake pedal assembly?
The turn signal flasher and the hazard warning light switch are combined into a rectangular plastic box unit. The front of the unit has the button for the hazard lights. It is located in the air vent on the right side of the instrument panel. The vent is easy to pry out, no screws. Disconnect the plug on the back of the unit. About $50 at parts store or pick one up at the salvage yard.
