follow the brake pedal under the dash , on top of the pedal will be a 2 wire switch that opens when the pedal is depressed. yes its wired in the harness The top of the brake pedal has a hard-rubber covering on it. Is this switch under this cover?
More than likely, your brake switch is fused, or stuck down.... here. when you push on the brake, the pedal taps a button to indicate that the brakes have been pressed. this button is a gate to the power provided to the tail lights, therefore, when it is pressed, they light up. this button could be stuck. disconnect the harness and see if the lights go off. if they do, replace the switch.

When a trailer light wiring harness is attached to a towing vehicle's electrical system, it is generally tied into the tail/brake/license light wiring harness. If that is the case with your setup, then the same fuses that serve the vehicles light system[s] also serves the towed vehicles lights. Usually, one fuse serves the brake lights, and another serves the tail, license, side marker, and clearance lights.
