It is located behind the lower left hand dash - about where your left foot would rest while driving. It has a 3 wire connector to it. It is mounted on the topside of the dash's lower metal support bracket (chrome looking piece - at least on my 1999 Legacy), which is about 5" above the fuse box.
Have solved the problem. Hazard and turn flasher are one and the same unit.

The fuel pump on a 2002 Subaru Legacy is located inside the gas tank.
The flasher on the Subaru Outback is located on the left side of the steering column and under the column itself. It is a square of about one inch on each side.

The thermostat on a 2002 Subaru Legacy is located under the upper hose assembly on the radiator. To access it, you may have to partially drain the radiator.
I have a 1999 Subaru Legacy Outback. The flasher on this vehicle is on the left under the steering column. It is near the small fuse box and slips over a metal clip that is mounted on the left side. I found it by turning the flashers on then listening for it. I could also feel the vibration on the flasher as it clicked. I removed the panel under the steering column to expose the area, that is held in place with a couple of screws.

On a 1996 Subaru Legacy, the starter relay is located under the head in the relay box. The relay box is located on the driver side at the rear of the engine.
Under the center of the dash, in front of the console, mounted on the firewall. This one flasher controls the hazard lights and turn signals.
