I have a 95 Miata and the driver's side fuse box is under the steering column. You have to lay on your back and look up to see the fuse box.
On the drivers side of the car. Look behind the hood release and you should see a little black cover explaining which fuse is what.

The fuse for the radio is in the fuse box located on the drivers side either in the dash or on the "kick panel"

there are three miata fuse boxes: two are located under the hood on either side of the engine, and the other is inside the cab, on the drivers door side, up and attached to the side panel. There should be a cover that snaps off and on, and spare fuses and a fuse puller in the cap.
On a 1996 Mercury Cougar : In the fuse panel under the drivers side of the dash : ( there is a 20 amp fuse , the panel is marked " CIGARLTR" )
on the drivers side, look where the pedals come into the car, that is where the location of the 1 fuse box is that has the horn fuse in it
The one you most likely can't find is right on the back of the fuse receptacle. It's a fusible link and requires you to replace the receptacle.

The wiper fuse in my '91 miata is in the fuse block located under the steering wheel and right above the left kick plate. There is a plastic cover that you remove that contains a fuse puller in it.
There are two fuse boxes. One is located on end of dash on drivers side, you need to open drivers door to see it. The other one is located under hood on drivers side, to the front and a little to the left of the master brake cyclinder...
The flasher is located under the dash board on the drivers side in the fuse box.
