behind strut tower between tower and fire wall driver side in wiring harness. looks like printer ink cartiage mine was white cant miss it.
The engine compartment fuse and relay box in a 1993 Ford Tempo is on the fender wall. It is located on the same side as the battery.
On the older model Tempo the relay was located in the front seating area, driver side, under dash, mounted above fuse panel.
I believe it is located in or around the glove box.
Between the engine and the transmission.
The cooling fan relay in your Tempo has been integrated into the CCRM (Constant Control Relay Module) this is the black box fixed to the de left strut tower with the big cable harness on it. This relay box is commanded by the PCM (Powertrain Control Module) it´s linked to every sensor in the car. (It's located behind the fuse panel next to the steering column. The PCM supervises various conditions, including the signal that the ECT (Engine Coolant Temperature) sensor sends and power up the Fan Relay into CCRM to activate the Cooling Fan. I suggest to check ECT an replace it if necessary. If you're sure it works, then check al cables and harness in PCM and CCRM. If the problem persist I´m afraid you need to replace one of both of this Modules. I hope it helps you!

The Fuel Pump relay is not located under the seat. It is located on the passenger side, under dash, above blower motor, mounted on firewall.
Harmonic balancers are located on the crankshaft, usually the belt side of the engine.

The body control module contains the fan relay, fuel pump relay, ecc relay and I think there is another relay within the unit, although my memory isn't helping me much. The body control module is located under the hood at the top inside of the driver side strut tower. Hope this helps. ~ Tony

The turn signal relay may be the problem if the turn signals in a Ford vehicle are blinking slowly. This relay is usually part of the electronic control module located near the engine.
