THE TURN SIGNAL FLASHER IS LOCATED: FRONT SEATING AREA, DRIVER SIDE, DRIVER SIDE OF STEERING COLUMN, BEHIND DASH, MOUNTED ON LOWER RIGHT CORNER OF FUSE BLOCK.
One flasher in in or under the glove Box! the other in on the fuse box. in Most cars!
It's located directly under/behind the main fuse block in the glovebox. It's on a separate fuse block which holds flasher, door chime, etc.

Your question is a little vague and generic. I take it that you can get one turn signal to work but not the other.You probably have a burned bulb at one of the corners, check them first, Also know that a bulb can "look" ok and still be bad. Check them by changing sides. IF the bulbs are ok, then you need a new flasher. You can find them at any parts house. If you can't get your emergency 4-ways to work, then you also need a new flasher.
