The turn signal flasher is located under the left hand of the instrument panel, right of the steering column.
The flasher on most cars is located around the fuse box under the dash, or attached to the underside of the dash. It is a small round cylindrical Can made of aluminum, or plastic.
It is located behind the glove compartment box. Remove the glove compartment box door and you will see a control module. The BCM is located BEHIND the module in front. I replaced mine and it wasn't too difficult.
It is located under the Engine Compartment Multi-use Relay Center on the firewall.

The flasher on a 1999 Park aver is located under the dash. It is just to the right of the steering column.

The turn signal flasher is located 2 inches above where the emergency brake cable attaches to the emergency brake assembly. You lower the fuse panel and then you will need to remove the plastic box just above the fuse panel to see the flasher.
The 1992 Buick Roadmaster signal flasher relay switch can be found beneath the drivers side dashboard. The signal flasher relay switch will be above the gas pedal.

No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
The oil filter on the 1995 Buick Park Avenue is located on the driver's side in the engine compartment. The filter is close to the firewall on the driver's side.
I've got a '96 Riviera. The flasher module on my car is located behind the dash, about in the middle of the car, fairly high up on the firewall and is a PAIN to get to! I have a '92 Riviera. My car has bucket seats and a console in the middle. On the left and right side of this console ... by the gas peddle on the drivers side, is a fuse panel access door. It is in the same place on the passenger side. The flasher module is located on top of that fuse box. If you turn your hazzard flasher on, you can hear it and feel it when you put your hand in there. The flasher module is right next to it. It's tough to pull out and it helps to have smaller hands. It's also easier to get at from the passenger side. Hope this helps someone.
Cost $700 in labor to replace the flasher as the dealer could not locate it. Supposedly the entire dash had to be removed on my 1997 Park Ave..
