I would imagine that it is placed above the fuel tank, as it is in the Plymouth line, as they are the same company and body styles. The Dodge came with more options but I'm quite certain that when it comes to placement of fuel filter, fuel pump, etc., there isn't any design change. No, its not inside, but it might as well be. It is located on above the fuel tank and you cannnot access it without dropping the tank. I just had to replace the fuel pump on my 1997 Breeze, which is how I located the filter. Time consuming, pain in the butt, and, in my humble opinion, a very poor design by Chrysler.
The fuel pump and regulator is in the fuel tank. The tank has to be dropped to replace the pump or the fuel filter.
