There should be 2 - one is under the car near the right rear wheel well. It's a stone/rock cover over it - I know that has to be removed before you can access it. The secondary one is in the engine compartment, but my '91 Cougar LS 3.8L service guide book says "it should never need replacing".

Your 1991 Mercury fuel pump relay switch is located on the firewall of the engine compartment. The relay switch will be near the center of the firewall.
