My 1995 Dakota Sport has a fuel filter bolted to the frame on the driver's side about mid way down the truck. Purchased a WIX filter for my truck 2 days ago for about $19 with tax.
Unfortunately, in most cases, the fuel filter is located inside of the fuel pump. Unless you're willing to take on a big project you'll want to take it to a shop.

On Dodge Dakota it is integral to the fuel pump module and located inside the fuel tank. The filter itself is not serviceable or replaceable. To replace the filter, you must replace the entire fuel pump.
It's located on the right side of the engine, and easy to get to from underneath. If it is a 4x4 it will be a messy job because of the skid plates.
