Fuel must flow through this filter in order for it to filter the fuel. The fuel flows from the fuel tank to the engine, via fuel lines. The filter is located somewhere between the tank and engine, along this line. Get down under the car and look for it. There is one exception. It is sometimes located inside the fuel tank with the pump. The fuel filter for your 2000 Mercury Grand Marquis is located under the car next to the rear left wheel, just pull off the hoses on each end of the filter and be sure that you have the right hose to the inlet of the new filter put on right.

According to most aftermarket filter manufacturers and e-catalog data, it appears the 2001 Mercury Grand Marquis does not have a cabin air filter. Just to be sure, might be worth a call to the parts dept. of any Ford-Mercury dealer to verify.
