I just replaced the Fuel Filter on my 1990 Dodge Grand Caravan LE. The fuel filter was located on the passenger side, underneath the front passenger seat. If you go straight down from the front passenger door handle, its almost directly under it. You will have to get UNDER the van to see it, as it is mounted on the INSIDE of the chassis rail. It took one bolt to remove from the chassis, and two hose clamps to remove. BEWARE: it is a pressurized (lightly) fuel line. Wear some goggles, gloves, and have something to catch the fuel that will inevitably spill out. The filter itself was $12 at my local parts store. I also have a 1994 Plymouth Voyager, which is almost identical to the Caravan, and the fuel filter is located in the exact same position.
