Yes, the 1988 and 1989 Honda Prelude has a VSS that is a cable sending unit that connects to the gauge cluster in the dash.
Open the fuse and relay box located under the hood on the drivers side near the master cylinder. Look under the cover, and it should list the relay and exactly where it is located inside.
