Drop the fuel tank or unbolt the bed and slide it back enough so you can access the pump.

The fuel shut off valve on a 2000 Chevy S10 pickup is located just outside the gas tank. It is designed to shut fuel off to the fuel pump in the event of an accident to prevent a fire and to kill the engine.
Under the hood in the relay/fuse box.
60 to 66 psi with engine off, fuel pump running.
Replace the fuel pump relay first. If that does not solve the problem then more than likely the fuel pump if failing and will need replacing.
The fuel pump may be running but it may not put out enough fuel pressure. Have the fuel pressure tested. I am assuming the fuel filter has been changed.
The wire may be shorted to the frame.
