It's inside your gas tank, drop your tank after unhooking the strap supports and disconnecting the filler tube. Right on top of the tank its hard to miss, there will be a couple of bolts holding a metal peice with two wires coming out. Takes about 2 hours tops to take the whole thing down and apart, if you are changing it yourself clean off the top of the tank with a rag or something first. Let me know if you need step by step walkthrough. Always, always replace the fuel pump strainer/filter when changing out the pump. Most auto part stores have them in stock and they are inexpensive to purchase; around $6.00.

I just had the fuel pump replaced in my 1999 Blazer. Total cost with parts and labor was $700. This was with an original equipment GM fuel pump, which I would recommend (aftermarket fuel pumps are cheaper, but don't last as long...and when your fuel pump goes bad, you'll be stranded because the truck won't start).
