I had a very similar problem on my 95 Oldsmobile cutlass supreme. After hours of pain staking work I finally found that a wire was loose. The wire is coated red and is beneath the fuse box on the drivers side directly behind the windshield wash tank. There is an eyelet on the end of the wire and one screw holding it in place directly under the fuse box. As soon as I tightened the screw my problem went away.
With the lights on pull on the turn signal lever. High beams should come on. Pull again and they should go off.

Sometimes the instrument panel dimmer switch also has another "detent" that turns on the interior lights without one opening one of the doors. The other thing that could have happened is that one of the door switches may have a loose wire, which would "open" the switch and cause the lights to stay on.
Put the car in drive, unbuckle, and floor the gas pedal. The lights will turn on as needed.

Look above the brake pedal on the rod that holds the pedal. There is a button that engages when you depress the pedal to activate the lights. Your parts store will have a replacement and can show you how it is attached.

One of two things. Either the brake light switch behind the brake pedal. Or try wiggling or rotating your turn signal stalk in a circle motion. If the brake lights work when the turn signal stalk is wiggled then you need to replace the turn signal stalk.
They certainly should do. If not, the vehicle should not be driven until they function correctly.

Open trunk and pull carpeting back from the rear lights and you will see wing nuts, take the wing nuts off and pull the complete light assembly out to change the bulbs.

Seems silly.. take out the old one, and install the new one. Pull the carpet away from you in the trunk by your brake lights, and you'll see 3 screws with plastic wingbolt lookin things. Unscrew all of them, and you can pull the entire assembly out.

There seems to be a safety switch system, the brakes must be applied to release the transmission from park. Don't know location of linkage, if mechanical or electrical. Assembly could be in transmission of console. If no joy, then check wiring and connectors. Do brake lights work - then brake switch probably ok.
