The driver's side left-end of the dashboard does not look like an access panel but it is. Open the driver's side door as far as it will go, and then look along the seam between the lighter and darker plastic and you will find a small hole into which you can insert a screwdriver. Gently pry the panel off. Inside the panel is a (not very clear and upside down) diagram for which fuse controls which electrical item (and of course the fuses themselves). The icons on the diagram can be a bit confusing, but the owners manual gives more detail about what each fuse is for. use google before asking dump questions ;) http://images.google.com/images?client=opera&rls=en&q=passat%20fuse&sourceid=opera&ie=utf-8&oe=utf-8&sa=N&tab=wi

The fuse box on a 2003 Volkswagen Passat is located on the far side of the dashboard on the left side. It is right behind the trim panel. There are also fuses located under the passenger side foot well.
