The fuse that controls the turn signals on a 1994 jeep Cherokee is fuse number 16. This is a yellow 20 amp fuse.

The fuse box is under the hood on a 2008 Jeep Grand Cherokee.
The IOD fuse feeds the interior lights, radio, and other interior items.
That would be in the interior fuse panel under the driver dash

You may have to pull the fuse. I t has happen a few times on my 95 Laredo. Look in your manual for the fuse that control the lights.
This may either be a fuse issue, or a bulb issue. Check both.
