I believe that it is on the passenger side of the center console, down by the floor. In the general area of where your left ankle would be, if you were sitting in the passenger seat. I have a '94 Saturn SL2. There is the above mentioned fuse panel, but there is also another one under the hood, on the driver's side. It holds the larger fuses for things like your horn and headlights.
The fuse panel diagram is located under the panel cover.
It is inside the car in the fuse panel on the passenger side at the kick panel.
I have a 92 SC and there's a detailed fuse list in the owners manual. If you don't have 1 there are lots on ebay.

In the passenger footwell center there is a removeable panel that accesses the interior fuses, the panel has the diagram telling which fuse does what.
The fuse is located under the radio in the right side there is a panel ( by the passengers feet) Pull off that panel the fuse is in that "block" you see The fuse identification is printed on the inside of the panel

I thought the fuse diagram was on the back side of the fuse panel cover.
Fuse is in the passenger side kick panel fuse box. Look at the inside of the kick panel for exact location
Fuse is located in the inside fuse panel. Remove it with the fuse puller
