After defeating the 7th gym "Bill" takes you there after that do what was written above.
It's simple. All you have to do is defeat Blain on Cinibar Island then Bill will ask you if you want to go to Island One. Select yes. Now head for the Pokemon Center in Island One. Talk to Celio standing in front of the big machine. Now, he will give you the pass for Islands Two and Three.

∙ 8y agook. on island 1-3 u have to defeat 7 gym leaders to get 7 badges. after that bill will took u to island 1, then to unlock 4-7 u must defeat the elite 4 then after talk to celio(Bill's friend) then he will ask u to get ruby and sapphire! then he will give u rainbow pass which allow u to unclock isle 4-7 good luck on finding the 2 gems!

second find a door that cant be opened
third use cut on it
fourth find a hole in the ground their is a combination like up right left down up and u will find the sapphire but a man will steal it and you go 2 the rocket warehouse and find the guy and he will battle you he will give it to you if you win
p.s it is a sapphire not a ruby

The Sapphire is harder, first you must beat the Rockets on Island 4, then use Cut on the Ruins in Ruin Valley on Island 6 the Sapphire will be stolen, but you have the 2nd pass to the Rocket base. Work your way through the base on Island 5 and you will get given the Sapphire.

∙ 11y agoVisit Celio first. Then head North up Kindle Road, you will find 2 rockets at the base of Mt Ember, you will overhear them talking, they will then fight you. Once that is done make your way through the base to the Ruby.
