Surf south from pallet town and you will find him on the remnants of Cinnabar Island. He will only battle you in you have 15 badges, so surf east from there and beat Blaine in his new Gym than talk to him again, and he will return to his Gym.

∙ 12y agoHe is at cinnibar island if you talk to him he counts your badges if you have below 7 he will say: " you not good enough come talk to me once you have seven badges" once you get seven talk to him and he will go back to his gym which is similar to the one in fire red (moving floor tiles).
