The Condenser Fan Relay and the A/C Cut Relay on a Kia Sportage are located together under the dashboard on the passenger side of the vehicle. They are just aft of the heater blower motor. The Comndenser Fan Relay is the 20amp relay and the A/C Cut (compressor) relay is the 52amp relay.

If the fan is running, you could have an accumulation of leaves under the cowl, or in the squrrell cage of the fan, been there, done that. Not hard to clean, remove the cowl and clean, remove the fan and clean.
