For starters let me explain what a horn looks like. Not to poke fun at you or anything, but if you knew what it looked like I think you probably would have spotted it. If you have ever seen a movie with vikings in it blowing on a horn to signal something, the horn under your hood has a similar shape. Usually a horn will be located on the front somewhere behind the grill, headlights, battery, etc. Sometimes it can be found on the fender but still towards the front of the vehicle. I own a 88 New Yorker and mine is located right next to the radiator. My girlfriend owns a 95 Dodge Avenger and hers is in the same place. My New Yorker is only a 3.0 liter engine so, yours being a 3.3 might be different, but I doubt it. Check on the passenger side beside the radiator.
if its like my 93 new yorker it should be under the glove box just keep taking off stuff till you find it It is inside the HVAC housing behind the glove box.
There is a fuse box located right underneath the ashtray console. Within it there are 3 fuses. One should be labled as "Flasher".
I would say the biggest size rims you should put on a 1994 Chrysler Fifth Avenue or a New Yorker would be 20 inch rims.

I have a 1993 Chrysler new yorker , i would only imagine it's in the same place. My relay had went out on it which prevented the turnsignals from working/flashing. The relay is located under the dash you have to remove the glove box , grab a flash light look up (about center of the dash near the top. Should be a round silver can just unplug it and replace it with the new one ( 3.00 part). And it will work.

The flasher is under the dash. Take of the paneling undernieth the dash and there should be a cluster of three electrical devices that are your 4-way flashers and blinkers. The one for your flashers is the one closest to the passenger side door.
