They are located behind the blinker lights on the front bumper. You can spot them while looking up from under the bumper. There are two of them one on the right side and one on the left side. Each one of them is attached with a single bolt that one can unbolt to remove it. Connected wires can be removed by just pulling out the wire plugs from the horn.
The horn fuse on my 2000 Montero Sport is located in the fuse box under the dash, to the left of the steering column. The fuse box cover shows a horn symbol.

The horn may fail due to water in it or it just died.Remove cover on bottom grill on driver side and replce. Can find cheap horns at parts dealers.

On my 2000 montero sport, the horn is behind the driver side on the bottom plastic griill below the bumper. From the front take out three screws for access. Reach behind with box end wrench to unbolt the horn and remove. It's elcetric plug has latch to remove.
