In the fuse pannel. You will have two of them in there and one is for your emergancy flashers the other is for your turn signals.

I am answering my question to help others. The flasher unit was not working. It is located at the driver's left knee. This is to the right of the fuse box next to the blue relay. You have to remove the bottom panel to get to it. There are two Philip screws, you have to pull it down and out of its snaps. I plugged in the new relay and everything is working now.

It's a very complex relay because it actually has a micro chip inside of it!!! That's pretty complex for a simple relay if you ask me. So turn on the signals or flashers hopefully one function still works because yes one function can be inoperative and other work fine. You should hear it clicking behind the dash a little right of the instrument cluster. You can get to it from under the dash just be careful because their are 2 relays right next to each other and the one you want is the BLUE one. NOT the black one. If you opt to do it up to the dash and radio will have to be removed to gain complete access.
