Idle Control Vavle (ICV) is attached to the throttle body from underneath. Next to the ICV you can find two cooling pipes going through the changer where the valve operates.

Most likely because it can't idle. You need to check if the idle control valve is working (if you have one), also try adjusting the idle control screw.
You need to replace the EGR valve. Make sure to replace the plugs too after that.

Overall idle cannot be adjusted mechanically because Camry uses electronic fuel management. If your idle is irregular or very low, you need to check the air filter whether it's plugged, idle control valve (use throttle body cleaner), throttle position sensor and EGR valve (you might have to clean it too). There is no IAC Valve on the Tundra V8s. The ECU controls the idle speed via the Throttle Position Sensor.
Its on the back side of the throttle body.

You dont , it is adjusted by the ecu and the "Idle speed control Valve" now the idle speed control valve might be stuck , so you can remove it and clean it up with some carb cleaner and wd40 , it is located underneath the throttle body
