Yes, a Chrysler dealer or a locksmith can make a key.
Just turn off the ignition with the key.
this is caused by ignition lock cylinder failure, you will have to replace the ignition lock cylinder and key.

You will have to have a new key made by either a dealer or a locksmith.

Had the same problem with my 1999 Breeze, all I had to do was spray the key 10w40.
if it is while the car is turned off with out the key in it is to avoid theft while there is no key in the ignition.
Just spray key wd-40, and work the key in the ignition.

try turning the steering wheel to the left or right and holding it there while turning the key
