Dont think this question is detailed enough what is wrong with it? what do you mean panel? the cluster? what is not working
On the one Rendezvous I've ever worked on, it was in position 4A in the fuse panel which was located in the center console with the access door in the passenger side foot compartment.

I have to replace the drivers side door handle on a 2006 Buick Lucerne. How do I remove the panel to access the bolts on the handle. (Like most panels there isn't visible screws to remove the panel.

Could be in need of a tune up. If the "check engine" light is or has illuminated, have it scanned for codes first. The codes will help lead you to the problem.
# Disconnect the negative battery cable # Remove the finish panelfrom the left end of the instrument panel # Reach through the access hole in the left end of the instrument panel end and push out the switch panel from the headlight switch and instrument panel dimmer switch # Disconnect the electrical connectors from the headlight switch and rheost and remove the switch assembly # When installing the switch assembly make sure that it snaps into place in the instrument panel.
The 2002 model had/has a lot of problems reported that Buick did nothing about. I have a 2002 CX model with 66,000 miles and have been lucky. I have problems, some as reported, but no major breakdowns. My in-laws have a 2006 and just love it and have no problems.

Either your IVR(instrument volage regulator) or a faulty connection from the harness to the cluster.
I own an 04 and the filter is located behind the glove compartment- just open it up and it should be in the back there- just pull it out.
