Lighter is labeled Power Outlet and has its own 15A fuse. The fuse block you want is under the the dash below the steering wheel. Get out of the car and lay your head on the driver-side floor looking up and you will be looking at it. There is a plastic cover with blue text that flips off. You can then study the cover to find the fuse - the Power Outlet fuse is third from one end, if I remember correctly. You'll need some needle-nose pliers to pull it out. You will need a flashlight as well to replace the fuse and the cover.
