The engine oil drain plug on a 2000 Dodge Neon is on the backside of the engine oil pan, which is bolted to the bottom of the engine. Looking at the backside of the engine, looking towards the front of the car, it is located low on the back side of the oil pan, to the right, just below and to the left of the oil filter. The oil pan has a waffled texture on the bottom and smooth sides. Make sure you use the right size wrench so you don't round the corners (wipe it clean before loosening it), clean it before you reinstall it, and don't screw it back in too tight or you may strip it. The spec is 20 Ft-lbs if you have a torque wrench.
It doesn't have one. You have to remove the pan to drain.
