The oil filter is located under the intake manifold, sideways.. if looking at front of car its on left side just behind the intake... It is on the driver's side. You get to it inside the engine compartment, not from underneath the car.

Acura Vigor's were sold between 92-94 although Honda had a model prior. If you're refering to the ignition fuel relay it's located on the drivers side kick panel about 12" up and somewhat difficult to reach. They can however be repaired if you're somewhat handy.
